How do babyz gain "neglect?"

Hello, Hi, I am from Social Servicez, I see all of you neglecting your babyz so you have to send them to me now so I can relocate them to nice people
It's true I have a badge and everything 

Yeah mine goes up all the time, but that's mainly because I'm a terrible parent along with just opening and closing the game. I let them play with dirty diapers, I never feed them, I let the butterfly in to see if they'll cry. All that fun stuff

If I need a crying photo of one of my kids sometimes I slide neglect up to 90 or so in order to speed the process along (as well as making them hungry and whatnot)

I have no idea how neglect is gained naturally, but I know in petz that if you don't play with a pet for a while neglect goes up, so perhaps babyz is the same? Although it must be a much slower process if it is, because in petz I think it goes up 10 a day.

Mine goes from 0-10 or 0-20 if I have a kid at grandmas for more than a few days.... maybe not the best digi-parenting?
