Questions about No-Rotate Textures

Hey so I've been learning a bit more about hexing lately (I might need to get into hexing babyz at some point-- but I've been mostly hexing petz).

I'm wondering what the no-rotate textures does exactly? So the texture stays the exact say orientation no matter how the baby orients itself?

I kind of wonder about this because in petz, for example, the cheeks:


Are horizontal stripes.

But when the cat changes direction, the stripes stay "horizontal" to the game but not to the cat


Would the no-rotate texture trick that babyz hexers use, work here??

(Sorry its sorta a petz question but hey they use the same system and I'd love to get into babyz hexing x3)

I'm not a petz hexer, but if they stay the same then they're already non-rotate so I guess if you knew how to stop it with petz maybe it'd change?

OH! I... I'm not sure what I thought hahaha I thought most things rotated by default.
I don't know-- this is just a regular petz base ballz and I didn't do anything special..
